The CIA would pass on a false story to the press, which was then picked up by the TV morning news broadcasters.
The TV news programme would then interview a politician or military expert on the matter, who would cite the newspaper story, giving credence to the story and validating it in the mind of the public.
There is an excellent documentary, which I believe is still available online but sadly I cannot remember the title. Will provide information if I can find it.
