But Russia also has modest, by scale, warm-water naval bases in Tartus on the Syrian coast and Kaliningrad on the Baltic coast. Also, ice breakers make its naval ports at St. Petersburg on the Baltic and Vladivostok on the Pacific operational year-round.

He recognised the Republics who then requested intervention (allowed under international law, whatever that is these days). Something he had delayed for years. In fact he was even against the initial referendum for them to declare autonomy within Ukraine (and remain part of Ukraine; the Donbas was always Russian but Lenin made a concession to the Ukrainian Communists as they had no industry)
Putin's SMO was just that and it seemed to work with Zelensky brought to the table in Turkey as early as March (He knew Ukraine had lost within the first 48 hours).
